I.  Basic Information

1. Origin

  1. February 23, 2000: Submit the constitution and application to the students organization of Missouri State University
  2. March 12, 2000: Had the first meeting of KSA
  3. May 2, 2000: Established as an official students organization of Missouri State University
  4. May 19, 2000: Elected the president and vice-president at the first official meeting

2. Name

The official name of this organization is Korean Student Association of Missouri State University, to be abbreviated as KSA. 

3. Office

There is no office for KSA right now, but it will be on third floor of Plaster Student Union from 2001 spring semester.  This office will be open to all KSA members any time as long as the building is open.  After the office is open, most of the meetings will be held in the office.

II.  Purpose of KSA

As a formal students organization of Missouri State, KSA has its official purpose in general.  Also, there are some specific goals that are discussed by the staff and members.

1. Purpose

The purpose of this organization is:

  1. To further communication among Korean students
  2. To promote the human relationship between them
  3. To further communication and cooperation with any other students association

2. Goals

KSA has many goals, and those can be divided into three categories:

 

  1. As a student association of Missouri State

To show the Korean culture to other students at Missouri State
      To attend the events of Missouri State and
      To help new students to be comfortable on school lives
      To provide useful information such as scholar ship and job for current students

  1. As an organization of Korean in Springfield

To communicate with other Korean association in Springfield
      To help the Korean community to be more active
      To perform voluntary work for the city

  1. As a representative of the students of Missouri State

To communicate with other Korean student association in Missouri
      To interchange useful information with other association

III.  Membership

Currently there are 68 members in KSA, and all membership will be last for a lifetime unless a member resigns at his or her own will.

1. Qualification for membership

All members should be qualified following:

  1. Membership is open to any Korean student, graduate or undergraduate, who has taken or is currently enrolled in Missouri State.
  2. Other membership can be attained by the approval among the executive officers and executive committees.
  3. Active membership is retained by the payment of dues at the beginning of each semester (or year)
  4. Only active members can be the executive officers of KSA.

2. Membership fee

  1. The amount of membership fee can be changed by the decision of officers and executive committees meeting.

3. 5 Rules for Membership

  1. As a member of KSA, we draw the strict line between public life and private one.
  2. As a member of KSA, we treat each other with kindness and respect.
  3. As a member of KSA, we are not inclined to certain politic or religion.
  4. As a member of KSA, we obey the rules and regulations of Missouri State, the laws of the state of Missouri, and the laws of the United States of America.
  5. As a member of KSA, we help other people when they need our help.

IV.  The Executive Officer

The executive officers are composed with a president, a vice president, a secretary, a treasurer and an editor.  President and vice president are elected by the vote of members, and other officers are determined by the president with the approval of the executive board.

1. Executive Officer

There are five statuses in executive officer: a president, a vice-president, a secretary, a treasurer, and an editor.

A. President

  1. The present of KSA is the representative of this organization before other groups, and has to attend all business meetings of the organization.
  2. The president has to meet the organization advisor before each business meeting.
  3. The president has to be informed of the duties of all executive officers in order to help in coordination of organization activities.
  4. The president has to make appointment to committees and sub-committees with the approval of the executive board except president himself and vice president who are elected by the vote of members.
  5. The president has to submit a complete report of the work done during his/her term of office for the succeeding president.

B.  Vice President

  1. The vice-president has to perform the duties of the president in the absence of the president.
  2. The vice-president has to attend all business meetings of the organization, and conduct the meetings.
  3. The vice-president has to act as the program chairman and should plan projects, activities and service projects in coordination with the president and advisor of the organization and, present such plans to the members for final approval.
  4. The vice-president has to submit a complete report of the work done during his/her term of office for the succeeding vice-president.

C. Secretary

  1. The secretary has to notify the organization members of the meeting, and record accurate minutes of the business meeting.
  2. The secretary has to provide the office of Student Activities and advisor of the organization a list of executive officers each semester.
  3. The secretary has to furnish a copy of the minutes of the business meetings to the organization advisor and post a copy for all interested members to read.
  4. The secretary has to submit a complete report of the work done for the succeeding secretary.
  5. The secretary has to perform the duties of the president in the absence of the president and vice president.

D. Treasurer

  1. The treasurer has to keep a complete record of expenses of organization functions.
  2. The treasurer has to authorize organization expenditures with the approval of the executive board.
  3. The treasurer has to plan the organization yearly budget with the assistance of the advisor of the organization and the executive board.
  4. The treasurer has to give financial report to the organization at each business meeting.
  5. The treasurer has to submit a complete report of the work done during his/her term of office for the succeeding treasurer.
  6. The treasurer has to perform the duties of the president in the absence of president, vice president, and secretary.

E. Editor

  1. The editor has to make a monthly report every month during semester.
  2. The editor has to show the report to the other executive officers before publish it.
  3. The editor has to deliver the monthly report to every active member.
  4. The editor has to submit a complete report of work done during his/her term of office for the succeeding editor.
  5. The editor has to perform the duties of the president in the absence of president, vice president, secretary, and treasurer.

2. The Process of Election and Selection

The president and vice-president are elected by the vote of all members, and other officers are selected by the president and vice president.

A. Election

  1. The president and vice-president are elected by the vote of members of KSA.
  2. The vote is held at the May meeting each year.
  3. The vote should be by secret ballot.
  4. A minimum of 2/3 of all members must vote.

B. Selection Process

  1. The secretary, treasurer and editor are appointed by the president with the approval of the executive board.
  2. The selection process is held at the May meeting each year after the election of president and vice-president.
  3. Vacancies in office should be filled at the meeting next ensuring after the vacancy occurs.

3. Qualification of Executive Officers

  1. All the executive officers must be currently enrolling Missouri State and be active members. 
  2. Each executive officer must have a cumulative grade average of 2.00 or greater and must be enrolled in a minimum of 6 semester hours while in office.

4. Term of Office

  1. The president must be enrolled in the Missouri State University, for one semester and a major portion of another semester.
  2. The executive officers have to serve until the time of the next election with the exception of the treasurer who should serve until the end of the year.
  3. The executive officers can not serve more than on term.
  4. The executive officers can resign their position by sending a letter of formal resignation to the KSA committee.

5. The Executive Committee

  1. The executive committee will comprise of the current executive officers, on-campus advisor(s), and past executive officers currently enrolled in Missouri State.
  2. The executive committee members can resign their position by sending a letter of formal resignation to KSA committee.

6. Impeachment and Removal

Grounds for impeachment of an executive officer or an executive committee member include following:

  1. Academic dishonesty
  2. Misappropriation of KSA funds
  3. Academic or disciplinary probation

Impeachment proceeding may be begun by on-campus advisor(s) or three student members.  Removal from office requires a minimum of 2/3 of all members vote.

7. Current staff

As you can see at the section III, the statuses of members are very various.  Therefore, the officers are selected to perform every work more efficiently by selecting the officers in various statuses.
